You might think of North Portland’s Overlook neighborhood as tucked away from the rest of the city. But it’s also got some of the best public transit options, with a MAX line and bus routes, as well as excellent bike routes. You can get there from anywhere — really easily.
Overlook residents Jenna Phillips, known for her TikTok channel Jenna Bikes, and Nic Cota, a civil engineer and the Overlook Neighborhood Association transportation chair, offered the City Cast Portland podcast some of their picks for must-visit spots around the neighborhood.
Boundaries: It’s a bit of a triangle shape. On the east side is I-5, and on the west is the river. It stretches from Ainsworth south to the Fremont Bridge, just below the industrial area where North Greeley and North Interstate intersect.
🌆 Portland’s Best Sunset Picnic: Skidmore Bluffs (aka Mocks Crest)
The neighborhood has a park with a playground, ballfields, gardens, and plenty of grass. That’s Overlook Park. But its crown jewel of outdoor space is a patch of undeveloped land that doesn’t even have its own official website. But people congregate here from across Portland at sunset — for a spectacular view.
Tip: Parking is difficult there, so bike if you can. There’s a neighborhood greenway to get there.
Maybe combine it with a trip to Overlook Porchfest in July, when the neighborhood puts on a bunch of free outdoor concerts.

🍽️ Where To Eat and Drink
Whether you’re shopping for a sunset picnic at the bluffs, or looking to grab a drink, there are plenty of delicious and homey options in Ovelook:
It’s a community meeting spot that has its own lending library. “ Stacks Coffeehouse is truly peak local Overlook vibes,” says Jenna. Bonus: it’s open late (for a coffee shop).
It’s the perfect spot to pick up a snack for a fancier picnic. They have fresh bread or crackers and dips, and excellent wines. Tip: They also have soft-serve ice cream.
The local chain has a location in Overlook. Get their wings to go for a picnic or settle in for a beer.
The corner bar hosts a ton of shows — queer comedy nights, open mics, bluegrass bands, and more. They have both smash burgers and veggie burgers if you’re hungry. “It feels like such a sweet little way to fill up a corner of a really busy street with music and laughter,” says Jenna.
The bar has an excellent patio for the summer weather. They have both a jello shot of the day and a drink special of the day. Bonus: The jello shots are vegan.
If you’re in the mood to belt out a tune, The Alibi is a classic Portland karaoke bar.
